I'm able to resolve 8kun.top in the clear here (NZ).
To answer the original question the site through Tor is the same site. Tor just bypasses DNS (using the onion address) and to some extent any routing blocks (would have to block Tor itself).
BTW, phonefagging on Android, I find I have to select "Request Desktop Site" for captcha to work.
