Are monies that Ukraine contributed to CF the result of criminal activities (like Hunter Biden payments)? Will the Ukraine attempt to recover that money from the CF?

My theory is the MI investigation was essentially complete in 2018. They then stepped aside & deferred to an what would be essentially an independent DOJ re-investigation.This would allow the DOJ redeem themselves. Restoring credibility to the DOJ and faith in the cilivian federal government, IMHO, is a major stategic goal of the plan. If the military mad mass arrests of FBI, DOJ, State Dept, and CIA employees in 2017 & 2018, the taint of their treason might never be erased. It is also a reason why things are taking so long.
I can imagine POTUS telling Barr—when dicussing his appointment—that he has a chance to cleanup the DOJ and rescue its and the FBI's reputation. That Sessions had cleaned up the DOJ enough for him to have a solid foundation to start to drain the swamp while sitting in the middle of it. But he would have to be thurough and could rely on MI vetting to determine who could be trusted.
And if the DOJ screws up the process, the military option would still be there. They would be forced to step in & take over prosecutions. I see military justice now as mainly a backup plan, but also a real possibility for the major players like Clinton and Obama.
When Trump said, "I caught them all." I'm assuming it includes those who outed themselves by stonewalling and covering up.
Considering what Q has said about telegraphing their moves, I suspect the bigget BOOMs to happen either before (I hope) or after Dec 9th Horowitx testimony.
