You don't understand how terror / resistance cells work? You're looking for groups with OVERLAPPING membership of no more than one or two. Two TOPS. The decision-making level will almost never meet in person in groups larger than two, maybe three. The only reason for having more people in a single location / time is to conceal the fact that the two are together or to coordinate activities too large and complicated for a single cell to accomplish without assistance. This will be VERY rare.
So do we all, bud. So do we all. That, to my understanding, is what is taking so long. We have to take apart their networks because if we just pop one, someone else will take their place … like when we nail an ISIS PITA – we kill the one we know and two we don't know crawl out of the wallpaper.
