The civil service has been moving away from a defined benefit pension (payment based on years of service and highest grade served), to a system where one gets a smaller pension but has invested over the years in a thrift savings plan which should be started the day you enter service. With a TSP, if you bail out of government service early you will at least have a small nest egg. I think they eventually want to move over to a system based entirely on TSP investing.
