Has anyone made the connection between agriculture and JFK's Executive Order 11110?

JFK Executive Order 11110 was thru an agricultural statute.

It's a bit beyond my arm chair attorney skills to dissect as to what or why this was done, and wiki definition is cucked.

Basically it allowed for silver to become a competitive US currency with that of the FED Res.
