Don't you know how the FBI works? The head office is in DC, but there are field offices in major cities around the country. When a crime is reported to the FBI, it is reported to a field office. They may or may not send it up to DC. Usually they investigate it at that one field office.

There is some evidence that the Las Vegas field office is corrupt. But most are normal police patriots.
