Facebook accedes to Singapore's request for correction notice

 

SINGAPORE (Kyodo) โ€“ Social media giant Facebook Inc. on Saturday issued a correction notice on a defiant anti-government online news website's Facebook account as requested by the Singapore government. It is the first time that Facebook has issued such a notice since a controversial law against so-called fake news came into force in Singapore on Oct 2.

 

Facebook posted a label on the Nov. 23 story on the States Times Review's official Facebook page, saying it "is legally required to tell you that the Singapore government says this post has false information." It also provided a link to a Singapore government website that has a point-by-point rebuttal to the article.

 

However, the correction notice can only be viewed by Facebook users in Singapore.

 

"As required by Singapore law, Facebook applied a label to these posts, which were determined by the Singapore Government to contain false information," a Facebook spokesperson told Kyodo News by email.

 

"As it is early days of the law coming into effect, we hope the Singapore Government's assurances that it will not impact free expression will lead to a measured and transparent approach to implementation."

 

Singapore had ordered the States Times Review to issue a correction notice on Thursday. But its 32-year-old editor, Alex Tan, now an Australian citizen working as an engineer in Australia, has refused to comply.

 

On Friday, a government office that enforces a controversial new law to combat fake news said Home Minister K. Shanmugam had instructed Facebook to issue a correction notice to the States Times Review's official Facebook page.

 

The so-called Targeted Correction Direction, allows the government to obtain the cooperation of providers of internet intermediary services, such as Facebook, in these types of cases.

 

If an organization such as Facebook refuses to cooperate, it can be slapped with a fine of up to S$1 million ($730,000), and in the case of a continuing offense, a further fine of up to S$100,000 daily.

 

The article, headlined "Whistleblower arrested for exposing PAP candidate Christian evangelist Rachel Ong Sin Yen" was posted on the States Times Review's Facebook page Nov. 23.

 

On Friday, Tan said there that he had reposted the article on three other internet sites โ€“ Google, LinkedIn and Twitter โ€“ and challenged the government to issue the same correction order to these companies too.

 

Tan, responding to Kyodo's inquiry, said through email, "I believe the government is merely testing their newly found powers (in the Protection from Online Falsehoods and Manipulation Act) and doing a dry run before the coming general election."

 

The act was passed by Parliament in May and came into force on Oct. 2 despite concerns from some quarters that the law gives too much power to the government to decide what news is fake.

 

"My response, as you have already known by now, is a flat rejection. Compliance with an unjust law only gives them credibility and acknowledgment."

 

According to Tan, the Facebook page is merely a distribution point for the Singaporean public as his alternative news websites have been blocked by authorities.

Mark Carney (BOE 'guvner) appointed UN envoy for climate action

 

Bank of England governor Mark Carney has been appointed United Nations Special Envoy for Climate Action and Finance.

 

Mr Carney will take up his new post once his term as governor ends on 31 January 2020.

 

The announcement comes ahead of COP25, the UN's annual climate change conference, which gets under way in Madrid on Monday.

 

The governor said he was "honoured" to be asked to take on the role.

 

Mr Carney said the UN climate change conference "provides a platform to bring the risks from climate change and the opportunities from the transition to a net-zero economy into the heart of financial decision-making".

 

"To do so, the disclosures of climate risk must become comprehensive, climate risk management must be transformed, and investing for a net-zero world must go mainstream," he added.

 

The landmark Paris Agreement, which sets out a framework to combat climate change and limit global warming to below 2C, was signed by 195 countries after negotiations at COP21 in Paris in December 2015.

 

The special envoy post is a pro bono position that is undertaken essentially for free - the UN will pay Mr Carney $1 a year once he steps down as governor of the Bank of England.

 

Billionaire former New York Mayor Michael Bloomberg was the last person to hold the post. He worked with the UN on climate change-related issues from 2014 to 2019.

 

Mr Carney will be tasked with mobilising private finance to take climate action and help transition to a net-zero carbon economy for the 26th Conference of the Parties (COP) meeting in Glasgow in November 2020.

 

This will include building new frameworks for financial reporting and risk management, as well as making climate change a key priority in private financial decision making.

Everything suggests that the American bonds seized at Chiasso are real

 

Official U.S. sources continue to say they are fakes, but there is no news that American experts have inspected them in person. Arrested for another matter, the director of a U.S. radio who says the bonds are real and Japan was trying to sell in Switzerland, not trusting the ability of the United States to honour its debt.

 

Milan (AsiaNews) โ€“ Four weeks have passed since American bonds were confiscated from two Japanese men who were travelling on a direct train to Chiasso, Switzerland, and while there has been clarification of some โ€“ very few -points, Italian authorities have remained silent on the rest of the episode.

In addition, a strange coincidence in the timing of the arrest of a director of an internet radio who had made revelations regarding the incident ,increases the already strong oddities surrounding the case. This added to the revaluation of the fact that among the evidence seized there were โ€œKennedy Bondsโ€, all points toward the authenticity of the items seized by the Guardia di Finanza (GdF) in early June.

I have been through this border crossing (3 months after this), none of the narrative of how these individuals were stopped makes sense with how it actually operates (shengen). Knew those were real then. They had to say they were fakes because the Guardia di Finanza would get a cut of them for making the apprehension.
