Looks like 18 was the US Code graphic and was then put back with the breakout of section 2385 specifics that they want us to focus on, or maybe DS to crap themselves over.
Jim talked about his pen in one of his recent vids. It is unusual, from Britain, so the cap has different features than ones commonly found, something about an arrow. Also he likes fountain pens.
