I've always thought of the unredacted FISA report as clarifying that the spying did occur. There will be names of those who signed the warrants to do the spying from the House of Representatives (and maybe Senate?) committees in charge of the process. Hence the phrase: FISA brings down the House.
The other charges have been gathered and sealed. Many will come from future investigations.
