Can someone please calmly and slowly explain how Bill Barr plans to go from “spying did occur” to making arrests without the Left actually declaring war against the republic?

As a follow up, if the above happens, you know, the DOJ doing their job, and the Left declaring war against We the People, how is the outcome any better or worse than if the Trump Administration just pulled the trigger on the deep state on January 20th 2017 - before bad actors had 2 years to dig their heels in and poison the minds of millions of Americans?
