That must have been a really hot day because people are dressed more like the beach than what I'd expect from tourists in that area of Paris.

 

I believe this past summer there were record heat days in Central Europe, around the end of the Tour de France time frame, so mid-July to early August.

 

What struck me about the picture is how people are dressed.

So hot day and pink sky at right of picture is about due south, so it's around sunset. June, July, Early August would mean 10pm to around 9pm for those light/sky conditions. My guess.

 

Must have been really hot. I think you would see people dressed for late supper/bistro visit activity at that time of day.
