Another article said that Byrd is a person involved with the training program. Couldn't find if he is related to Robert Byrd:
"The West Virginia Department of Military Affairs and Public Safety is opening an investigation into an offensive photo depicting Division of Corrections and Rehabilitation Services trainees giving a well-recognized Nazi hand signal.
In a memo released Thursday, 31 members of the Division of Corrections and Rehabilitation Services’ Basic Training Class #18 are posing and giving a Nazi salute. The faces in the photo have been blurred.
The photo is also captioned “Hail Byrd!” – in what may be a reference to the late Democratic U.S. Senator Robert C. Byrd.
Byrd, who was once a member of the white supremacist group the Klu Klux Klan, later denounced the hate group and became a strong supporter of civil rights."
