I don't know if it's still true today, but the older days of Sesame Street featured certain letters and numbers, and the episodes concluded with the viewers being told that the day's episode was "brought to them by the letters F and U, and the number 44."
In this case, referring to the letters C. I and A would be a spoof of those older days of Sesame Street as well as raise awareness of the CIA's highly questionable activities. It can also suggest that the FBI is being told what to do by another government agency, both of which are pushing agendas.
