Using logic, there is a very, very good reason for this.

They don't have a winning hand.

They had a whole stack of insurance policies in place (put together hastily) because they were sure Hillary was going to win.

ALL they have done since is try to buy time.

Their only option is to remove President Trump.

They know impeachment won't remove him unless they get something massive, and they can't find it.

They are panicking. They are buying time to find something that isn't there and are out of assassination ammo.
