On a historical note, Herod ruled as a roman appointed king of Judea. Herod was from edomite origin, according to scholars. As for the word palestine, it was given by the romans after the failed Judean rebellion, which resulted in enslavement and exile of Judeans. The name of Jerusalem was changed to Ilia-Capitolina, and Judea was renamed as Palestina.
