Why indeed. How do you you make something public rhat you, the NSA, may have come across in your everyday spying, or even targeted spying? The democrats will go insane if you say you are spying on their idols. You have to create the circumstances to “find” the evidence. It’s called parallel construction. For example, say you are a cop and learned, illegally or thru other means(not allowable to obtain a search warrant), that a drug dealer has (fill in blank here) at his home. You need a reason to get into his home legally. You find another crime or allegation to search his hone and, Oh my we found this shit here when we responded to a tip for animal cruelty, or a disturbance.
