If I were a betting man, I would say the sliding scale of corruption in the FBI would go from bottom to top. Meaning, the ratio of corrupt/honest agents goes up as one goes up the pay scale/management levels. Higher up the rank, higher likelyhood of corruption.
That’s par for govt agencies overall, I would imagine. Lotta suckers on the bottom ranks that believe they’re doing good.
