Good point. I see this as opening the door to that.
IMHO that wouldn't matter at all. It would only mean he wasn't ready for it to go full blast public yet.
Good connection. Public comms. High profile. And Q just recently referenced that directly in his own post. That could have been the signal for Waters to ask the Q.
