That's because Congress is not employed by the DOJ. Horowitz is the IG of the DOJ, so he can only deal with DOJ employees. Not that some others outside DOJ won't be mentioned, but he can't really call them in for interviews and has no jurisdiction on anyone outside his own Dept.
No doubt that's right, it's just that Horowitz can't focus on those outside the Dept, but he can mention others…
