The CIA document that was posted called for a review of the SES for the purpose of the establishing a similar structure in the CIA. This would eventually be established as the SIS or Senior Intelligence Service.

Not saying there isn’t overlap with the SIS and SES, there almost certainly is, we just don’t have any hard evidence to suggest that yet.
