So we are learning all these news sites use OCR to create their articles? Even the URL has it spelled corney. Have worked with a number of web publishing technologies but not run into digital to print to digital but who knows.

It was meant as sarcastic, agree OCR for other places than the PDF released makes not sense. In the PDF, it could be OCR, you would be surprised how messed up government technology processes are (beyond logic in many instances). But then again it seems unlikely to be that consistent a mistake with OCR and if the R has a different font, then it seem almost certainly purposeful.
