What is Horowitz's SCOPE? Everyone looking for criminal referrals didn't get what they expected. If Horowitz's investigation finished just as Durham's started, then Horowitz isn't going to make unnecessary referrals for optics. Horowitz is going to outline what all they did wrong (which he did), and leave it to Durham to take it to the next level.

So Huber did his thing. He had 470 prosecutors working around the clock for years to build cases, stack up over 100k indictments, and handed everything over to Durham to complete. Horowitz's report becomes corroborating evidence presented at the public level. When the rest of the stuff surfaces, normies will get the entirety of the bullet-proof cases being presented to the offenders. When people look back at Horowitz's perceived "down play" of the crimes these morons committed, they'll have an "Ah ha!" moment when the indictments begin to be unsealed.
