I suggest you look at how he went after Epstein's victims and the illegal 'plea deal' he concocted (including immunity for himself).
It doesn't matter if it's accidental or nefarious - they know about it and take advantage of it.
Organisations who are serious about scanning use OCR compatible fonts (think banking and checks of old). They would also add meta-data to assist later searches, and not just rely on the doc's being indexed after scanning.

That probably only applies for their dept. but the processes outlined seem quite clear and professional - shouldn't expect any less from the FBI or other dept's.
He's removing excuses for 'bad behaviour' eventually, they'll have to get in line.
