“Who knows where the bodies are buried?”

I have only been studying “Q” for a few weeks, so I may be going in the complete wrong direction with this but as I started researching, things started lining up for me.

Theory:

The bodies are buried in the “Streets of New York” (asphalt). If I had to guess, they were processed and mixed in with the new asphalt before/during paving roads/highways. Who knows where? Mayor Rudolph & VP Pence.
