Cicilline's brother is a crook. I wonder if David himself had any involvement:

 

"A federal judge sentenced the lawyer brother of the mayor of Providence, R.I., to 18 months in prison on Friday for offering to set up drug deals so his client could get a lighter sentence by alerting authorities.

John M. Cicilline, 51, pleaded guilty in June to conspiracy, obstruction of justice and making false statements for his role in the courthouse corruption scheme. Prosecutors recommended the punishment as part of a plea deal that spared Cicilline the maximum sentence of 25 years in prison and $1 million in fines."
