Last Spring or late winter, there was some discussion about an EO or a bill that Trump signed to the effect that if a government agency did you wrong, even if it was years ago, upon discovering the truth, you had 2 years from the time you found out to seek justice. Can anyone point me to that EO or bill? Would really appreciate it.

But I'm not referring to that... That one was a me-too crap by Cuomo for sex assaults that passed statute of limitations. What I'm looking for specifically refers to abuses by federal agencies. For example, maybe you think your name may be on one of the DVDs that IRS sent to DOJ under Lois Lerner.
