horus - the falcon, son of Osiris and Isis, represents the body of initiates, those who are to help Isis (the church of the mystery religion), re-instate (re-discover) the lost doctrine which is represented by the dead osiris.
The lost doctrine is the one world "benevolent" dictatorship over "the mob".
It could also be a small statuette of an owl and not a falcon, representing isis, ishtar, diana, athena, minerva etc.
