As long as their is an Appropriated budget or continuing resolution, active by Congress, one of the recent EO allow continued funding for military.
Need Appropriated budget or continuation resolution tho to keep it within Constitutional Authority.
That EO was done during a Congressional Declared time of war. War Power EO.
