I think you're wrong, the NSA database wasn't transferred, this was a local Hawaii alert system, this was not a DEFCON message from the Gov like there would be with an incoming missile.

I am guessing no other vehicle means only Dragon was allowed to splash down and they Navy tested a GM Destroyer and the meaning is no missile will be able to hit Hawaii. It's a much longer shot to hit the mainland so I am sure they are testing and securing Guam and HI.
