I'm thinking the false emergency ballistic threat alert was necessary to access/obtain/secure NSA data being housed in the NSA Op Center in Hawaii. We know Hawaii is dirty. Maybe (((they))) had managed to house data there and good guys couldn't access it for some reason. Solution: sound the emergency ballistic alarm which, in turn, mandated a transfer of all NSA data to mainland. Problem solved. Once all data was transferred/received by good actors, people were alerted it was a false alarm/no danger.
