THEORY:
Per the EO 12-21-17 re: freezing assets of those guilty of Human Rights Abuses OR Corruption, the Treasury can make a determination and put someone on a list.
Since finance guys can't figure out where all this "injected liquidity" (printed FRNs and other currencies) - perhaps it is "disappearing" into hidey-holes of those who have quietly frozen.
Consider - if your power derives from wealth and only wealth, what happens if you no longer have access to that?
No one would follow your directions.
No one would feel the need to repay favors.
No one would fear you anymore because you can't even pay henchmen to ruin/injure/assassinate you
So, if you are in that postion, wat do?
REPLENISH your finances - sneak it out of here and there (after all you have your people in high finance to finagle for you) and screw the peasants!
