Note that during the bust of that issue in Ohio a week or so back law enforcement publicly stated that the individual created a fully functional conductor for the device. Conductors are used in several EOD related items, including a small nuclear warhead often referred to as a "dirty bomb". Something similar happened with Jose Padillo in 2002 after he himself was in the process of creating one.
