First reports blamed the Ukrainian 737 disaster on a Boeing malfunction and then as more details came out, the Iranian government stated that it had shot down the airliner by accident. My experience having flown with the Iranian Air Force many years ago out of Tehran International is that it is more likely that the incident was intentional for these 5 reasons:

The target aircraft was leaving Tehran and had climbed to about 7,000' (not the profile of an inbound cruise missile)

The target aircraft was flying outbound on a routine departure corridor controlled by ATC

The Iranian military personnel are not sloppy and incompetent as reported by one talking head on FOX (after all, they did shoot down their target).

Their discipline was very strict from my observation and probably has gotten harsher under the Revolutionary Guards

Two missiles were fired 20-30 seconds apart; hardly the sequence of a careless launch
Why order the shoot down? Maybe some person or persons were on the flight that the Mullahs did not want to leave badly enough to kill everyone including 82 Iranians.
