That was part of the deal between the Clinton's and the Obama Administration.
Obama would use the power of the office to secure Clinton's win. She should have never lost (or so they were thinking).
Obama refrained from assigning federal judges and the one SC seat that was open [because the Clinton Wet Works 187ed him]. The reason Obama left all those open, is because his presidency was over and he was trying to secure the presidency for Hillary. Once Hillary would be elected, she would have handed out all those judge seats to her friends.
The deal that was struck on the Tarmac was the Loretta Lynch would be nominated by Hillary (as one of Obama's choices) and then RBG would resign leaving another seat open for Hillary to put another one of her friends into power.
They thought they had it secured!
But God had other plans, and now they are in Panic mode!
