The theory that this is connected with the EO is solid Anon. That would explain why the banks can't find it but I am thinking there is more to this.
The other thing that crossed my mind on the fed repo is that what if the fed is letting all this money out with collateral from the banks ie. Mortgages and other assets as a way to take those mortgages/assets from the banks when they call in what the banks owe? The fed would then have control.
