You are right about breaking the system, trying to create one overarching one, but they aren't ready, hence their panic - they sprung too many traps over the years and now realizing how fucked they are (what looked good to them/for them, turned out to be huge negatives for them).
They are trapped now, to go forward is death/destruction of the system they've built. They cannot go back. There is no plan B, there is no other tracks for the conductor to switch the train onto to avoid doom. They can only feed the engine and go faster and faster.
