It could be, too, that they used the access to Cambridge Analytical (which I think they got from Mercer) for opponent research. Kelly Anne and Bannon came along with that, I think.
By looking at CA, they knew what the Clinton Campaign may have been doing.
I've read that Jared Kushner developed the data modeling to get the best ROI on money spent per voter; So, if KAC and Bannon had the skinny on CA they could match up the two algorithms to see where Clinton was missing potential voters.
They did see to be able to do pinpoint targeting at the end, when you consider the off the wall places Trump was campaigning in the last few weeks.
