Its an interesting statement. Not sure if it means simply auditing the process or potentially auditing FISA's opened during Barry's term. Either way it will be a good show to watch. This could be the frame work (pun intended) they used when performing illegal FISA surveillance. The make up would be something like:

 

– Small group of Agents managing investigation

(2 primary case agents under qualified / poorly trained for submitting FISA)

(2 SSA's )

– Hosting the investigation at HQ. Forces them to pull agent resources for 90 days then rotate them out. (Silo technique)Making ti difficult for agents to do knowledge transfer between investigating agents. (there were 3 different teams investigating over 90 day intervals.) Most FBI key investigative resources are located in field offices. So they had to be pulled into HQ according to the report.

Most agents were passing information up to the CoC however not to the correct departments. So Agents like strokesit and Lisa BackPage pass information gained to higher ups directly.(handling the agents info) Not 100% on that but its plausible based on the report. Very interesting how plausible deniability plays into this report. Seems to be a typical operating procedure of the DS
