You are misunderstanding the process. There is an agent that signs the application, i.e. McCabe. Then, the AG, DAG or head of NSD has to sign it. Then the Judge signs off on it. The process is spelled out in the FISC order today.

This is incorrect info. 3 people sign each application. There was the original and 3 renewals. That would make 12. 1st sig on each app is the agent filing, 2nd is AG, DAG type and last is the Judge on the FISC.
