Look, you can't vote in primaries unless you are of that party affiliation. This is for a non-affiliated voter. Can you even read what it says? If you want a Republican primary ballot, you need to register for that party by said date to receive it.
And the left says, complete request on back of this cars and return by 12/20/2019. It isn't that complicated for those of us that can read. The same 3 parties listed on back of card are listed on the left.

To get Dem, Libertarian, or Independent fill out back of card and mail in because those primaries are coming up soon. For Republican, you need to change your party affiliation by the date to get a Republican primary ballot.

if you want Republican, you need to change party by this spring to get it, but for President the RNC has said there is no need to have a primary because of POTUS, so having the choice to fill in a circle is pointless.
