i would bet the %'s are higher in the name of good people. 40 congresspeople are not running for reelection out of 435. That is 10% right there. But then again, CA, NY and FL might all be corrupt. 70% might be pushing it!!!
you gotta figure most backchannels were people playing both sides to survive. they get caught and are used by the winning side of history at that time and are written about favorably.
