If a prosecutor refuses to bring a person to trial with the charges that are filed, the charges are considered dropped and the case is closed. Not heard by the judge and jury.

 

The House is the prosecutor.

The Senate is the trial judge.

Not bringing the Articles of Impeachment to the Senate, is effectively the same as the prosecutor not bringing a person to trial.

The Senate can simply "close the case".

 

The House has no legal authority to withhold the articles anyway. Totally unconstitutional.
