It may come out as the IG Audits the past FISAs submitted by the FBI. In the report they found glaring issues of how they handled the Carter Page applications and the others. More than likely this was the "standard practice" they used when applying for knowingly false FISA applications and performing the surveillance. They were bringing in agents and other resources from the field offices. This is a silo technique they used where they could control the surveillance information gained. Bypassing COC protocols seamlessly. This is a for plausible deniability. Which is not going to work this time. It will be interesting to see the details once they complete the audit.
