How in the fuck did you get everything Wrong in only two sentences? The atomic clock IS not synced by radio signals. 400 NIST atomic clocks sync amonst the selves in the Bureau of Standards (or some such). The weighted average is then broadcast by radio from WWV in Denver, CO to special singal purpose radios for those who want atomic clock time. This time IS NOT UTC but IAT International Atomic Time. UTC DOES include IAT in IT's weighted average but there are several other data points and calculations.
