That seems like a good plan imo, but anything involving that many people would have to be executed very quickly, weeks or months, not years. Whatever plan they have seems to be centered around FISA, and using the existing checks and balances to allow the system to correct itself. I think the people who KNOW how bad it is are limited to a very small group of people deep within the government.
