Obstruction of Congress is defined as “ the act of obstructing the work of the United States Congress or one of its committees.”
Nancy Pelosi, who believes this is an impeachable offense, is literally, verifiably obstructing Congress by withholding the articles of impeachment, in an attempt to sway a political outcome. This could also be seen as abuse of power as Speaker of the House. This could also be seen as attempted quid pro quo bribery. All of the things they’re making up to impeach the president.
