LAWFARE

She’s trying to game the courts herself for HJC.

Until she sends the House Managers over to the Senate, she can keep digging and strategizing.

As soon as the Senate gets it, her hands are tied.

So while she DOES NOT want to give the Senate and wiggle room, she desperately needs to keep control long enough to figure something out.
