Q, districts packed with non voters descriminate against those that have higher percentages of voters. the ones who vote in the packed districts have a 'more valuble' vote.
in a skid-row place or a welfare-town for imigrents, the locals are all non voters. And yet they are counted and the town gets a 'seat' on a council, and only a few people are part of political process, we all know this.
that is the part that also needs to be reformed. Even numbers of non voting foreigners in every district, and their children too.
so ifyou are here but not a citizen, and can't vote, you can't be there to pack a district.
it needs to happen and we are rather powerless to effect this change.
We look to the president to lead in this matter.
so for example if there 100,000 non voting foreigners/children of non voters, they would be distributed evenly to all districts of that state or municpality.
