The trouble I see is that the corruption locally is every bit as bad as the shit in DC. Worse, in a way because it affects all of us intimately.
POTUS' efforts can only impact the local level so much. He's got to play carefully on the state level, too, or he'll lose the support of the governors and mayors. I know here in Iowa, it would be a nightmare cleaning up the graft.
That's not even considering all the trafficking.
