I decided to go back and take a look around the scene on G street view...from that location looking SE a billboard can be seen with the word SNOWDEN in big letters. It's a movie ad. Going down the street two clicks and looking East, zooming reveals this.
Taken together with Snowden extradition being in the news and the Army twat...this Anon's spitball theory is:
Snowden is coming in out of the cold. Deal done.
